    Secondary Legislation is mainly concerned with the detailed changes made to the law under an existing Act of Parliament. Statutory instruments form the bulk of secondary legislation and it also includes Rules or codes of Practice. Secondary legislation allows the Government to reform a law without having authority to pass a new Act of Parliament.
